Geraldine Hamby
Geri_Hamby_Headshot_-_SBCMs. Hamby has over 30 years of professional work in executive management, personnel test development and administration, classification and compensation, dispute resolution, and organizational development and training. She has also served as an advisor to executive level management and worked with elected and appointed officials as well as boards and commissions.

Prior to joining the City of Sacramento, Ms. Hamby served as principal of a personnel testing and management development consulting firm and had overall responsibility for its fiscal growth and stability, marketing, contract negotiations, operations management and development of contractual projects.  

Ms. Hamby developed and administered recruitment efforts targeted at attracting minorities and women into the construction trade unions.  In developing and implementing these programs, she maintained interpersonal relationships with diverse groups, such as union officials, personnel directors, police and fire departments, government officials and community based organizations.
Ms. Hamby also served as the Labor Union liaison to the Mayor of Washington, D.C. for several years.

As the Director of Human Resources for the City of Sacramento, her primary duties are to develop and implement goals, objectives, policies and procedures for the effective operation of the Human Resources Department.  She oversees a budget of $35,000,000 and 70 full time employees. Under Ms. Hamby’s tenure as Director, the City of Sacramento has won several awards such as the Workplace Excellence Leader Award(2x) which is given annually by the Sacramento Human Resources Association, the CAPPIE Award(2x) which is given annually by the Sacramento Public Relations Association and the Volunteer Spirit Award which was given to the City of Sacramento in 2010 by the Directors of Volunteers in Agencies.

Ms. Hamby earned a Bachelor of Science degree in Business from Rutgers University in Newark, New Jersey. She also earned a Master Certificate in Labor Relations from the California Public Employees Labor Relations Association. Ms. Hamby is also certified as a Total Quality Management Facilitator.

Ms. Hamby is an active member of the following organizations: International Personnel Management
Association; Personnel Testing Council of Northern California; Society of Human Resources
Management; and the California Public Employees Labor Relations Association.
