Cassandra H. B. Jennings

Jennings has been the Assistant City Manager for the City of Sacramento since May 2005.  She currently oversees several City departments including Neighborhood Services, Information Technology (Interim Director), Convention, Culture and Leisure, General Services, Parks and Recreation and the Office of Youth Development.  She is also the City’s liaison to Sacramento Housing and Redevelopment Agency, Sacramento Library and Sacramento Employment and Training Agency. Jennings has been instrumental in several major initiatives including: $90 million Community Reinvestment Capital Improvement Program, Justice for Neighbors multidisciplinary team, 2008 Voluntary Separation Program, Expanded Homelessness Prevention Strategy, reorganization of the Neighborhood Services Department, the creation of the Office of Youth Development and partnerships with school districts, non profits and the county on key issues such as homelessness, youth development, art and education.

Prior to joining the City Manager’s team, she was the Deputy Executive Director of Sacramento Housing and Redevelopment Agency where she spent over 19 years in housing, economic development, community development, and redevelopment activities. She established countywide First Time Homebuyer programs, micro-lending programs, business development programs and spearheaded a myriad of redevelopment projects and activities. She was a founding member of the Sacramento Home Loan Counseling Center.

Jennings serves on numerous boards including the American Leadership Forum (2001-2007), Golden 1 Credit Union, Florin Road Foundation (1998-2007), Oak Park Outreach Program, Interagency Council to End Homelessness, Valley Vision (1999-2005; 2009-), Sacramento Region Community Foundation and the Norwood Avenue Housing Corporation. She is a member of the Sacramento Chapter of The Links Incorporated and St. Paul Missionary Baptist Church.

In 2005, Jennings was acknowledged as a recipient of the prestigious award entitled "Women Who Mean Business" for her efforts in revitalizing Franklin Villa to a viable community re-named Phoenix Park. She was also named in the Sacramento Magazine July 2006 as Who’s Next in the 50 Most Powerful People in the Sacramento Region.  In May 2008 she was honored as Mother of the Year by the St. John’s Shelter Program for Women and Children.  Jennings made the short list of People to Watch by the Observer Newspapers in January 2009.  Jennings received a Bachelor of Arts in Urban Studies from the University of Maryland, College Park and a Masters in Public Administration from the University of San Francisco.  She and her husband, Rick, have been married over thirty years and have two lovely young adult children.
